- Senator
Moore knows the role of small business in
strengthening our economy and he is working
to help them address the high cost of health
insurance through expansion of the state’s
Insurance Partnership Program that
subsidizes both employer and employee
insurance payments to reduce the burden on
the Uncompensated Care Pool.

Moore understands that hospitals are major
employers and economic engines in the
state’s regional economies and he is
fighting to protect and assist hospitals and
other health care facilities to remain
economically viable.

Moore is the principal author of legislation
to attract and retain more nurses and to
address the nursing shortage.

Moore has been a strong and longtime
supporter of collective bargaining and wage
equity and he has consistently voted to
protect the interests of the state’s
working families.

Moore has long believed that a strong
economy depends on a modern, safe system of
transportation. He has been a strong
advocate for the Route 146-Mass Pike-Route
20 Interchange and the link to I-290 in
Worcester. More recently, he was successful
in sealing completion of the Millville
Central Street Bridge Project.

Moore was the primary architect of the
reconstruction of Route 146 and played a key
role in the completion of I-395 through
Webster and Oxford and Senator Moore has
also proposed a study of the potential for
passenger rail service between Worcester and
T.F. Greene Airport in Warwick, Rhode
Island.

Moore supported a proposal in nearby
Worcester to re-open a section of the
historic Blackstone Canal to serve as a key
redevelopment feature for the city just as
the “Water Fire” concept has helped to
revitalize Providence, Rhode Island.

Moore has proposed a state grant program to
improve access to second and third floors in
downtown commercial building for office or
residential space by providing elevators and
walkways that connect buildings.

- Senator
Moore strongly supports improved
transportation service such as a stable
funding source for the Southbridge to
Worcester Shuttle that Senator Moore secured
four years ago.

- Throughout
his career in public service, Senator Moore
has supported a fiscally responsible
approach to taxes - putting money back in
the pocket’s of the people who need it
most or to stimulate economic growth and
jobs. Of course, Senator Moore has voted
against some tax cut proposals when he
believed that the proposal was not fiscally
prudent. Unlike the federal government that
can, and has, amassed a huge debt by cutting taxes and
spending more, Massachusetts must balance
its budget each year.

- Whenever
Senator Moore could, he has and will
continue to supported reducing taxes. In
fact, as of 2004, Senator Moore has cast 56 tax and fee
cut votes cast since his election to the
Massachusetts State Senate in the Spring of
1996. Recently, Senator Moore voted
against the sales tax hike of 5% to
6.25%.

Moore knows the importance of putting money
aside in the “Rainy Day” fund for future
recessions, as well as to pay the state’s
debts such as its bonded indebtedness,
replacement of decaying roads and bridges,
for construction of needed new facilities,
and to pay the un-funded pension liability.
