  • Senator Moore supports giving cites and towns the local option to authorize the creation of special development districts (Chapter 40T) to help finance public infrastructure improvements such as roads, parks, water and sewer facilities.

  • Senator Moore supports efforts to expand the availability of rental housing through such reforms as rent escrow where tenants with complaints about landlords and wish to withhold their rent pay their rent to a third-party controlled escrow account so that once the problem is resolved by the landlord, the rent may be paid. This would encourage more property owners to rent vacant apartments.
  • Senator Moore supports greater balance between the powers of local officials and developers who force project development concessions by the threat of seeking affordable housing projects.
  • Senator Moore has proposed the development of elderly housing based health centers providing the services of a Nurse Practitioner in communities with a large elderly housing projects to help senior citizens remain independent for more years by assisting with nutrition, access to medications, etc. It would be modeled on the concept of school-based health centers and affiliated with a local hospital.
  • He supports an expanded program of rental housing vouchers for elderly and low income citizens and vouchers for elderly homeowners to assist them with property maintenance, local property taxes and water/sewer bills, and heating assistance or insulation so that they can remain in their own homes. Senator Moore also supported the senior citizen property tax circuit breaker law and other elderly tax abatement laws that have been enacted.
