This bill amends the duties of the Executive Office of Elder Affairs to require the Secretary of Elder Affairs to: (1) oversee and support a statewide education campaign focusing on reducing falls among older adults, on preventing repeat falls, and on educating health professionals about falls risk, assessment, and prevention; and (2) award grants for local, regional and statewide education campaigns.

of Consumer Interests in Continuing Care
Senior Lifestyle Retirement Communities. The
Commission shall make an investigation and
study of the need for legislation, regulatory
oversight, or other means to ensure that the
financial interests of consumers who join
senior lifestyle communities are protected
against fraud and abuse in marketing of said
communities and for protection of the
investment or payment for membership in such
communities.

This bill would expand upon the "Equal Choice” concept for long term care to enhance the quality of senior services, to help people remain in their homes, and to promote long term care insurance. It would require persons over age 35 to have long term care insurance and allow for a tax credit to offset the cost of such coverage.

Act Relative to Tax Relief for Certain Elderly Property Owners

This bill would expand the opportunity for senior property tax abatements by lifting the current cap on state reimbursements to cities and towns who grant this abatement. According to a 1998 report by the State Auditor, the state has capped reimbursements for elderly tax abatements. Regardless of how many elderly apply and are granted abatements, if towns have acted to help their senior citizens and voluntarily agreed to increase the senior exemption, the law caps the amounts that the state is supposed to reimburse. There is no incentive for towns to encourage eligible seniors to apply since reimbursements are capped in this account, and seniors are being priced out of eligibility by inflation.
