Service
in the Massachusetts Legislature
Senator Moore is currently serving his seventh term in the Massachusetts Senate representing the southern Worcester County area of Central Massachusetts.
Senator Moore's extensive public service experience spans the spectrum from local to state to federal offices. He served his hometown of Hopedale as a selectman for eight years before serving as a nine-term State Representative from 1977 to 1994. That year, President Clinton appointed him as Associate Director of the Federal Emergency Management Agency where he led efforts to develop a national strategy to mitigate the damage caused by natural disasters. Senator Moore returned
to the State House in 1996, winning a special election to fill the vacated Worcester and Norfolk Senate seat.

Leader on Health Policy
Senator Moore is Senate Chair of
the influential Joint Committee on
Health Care Financing in the
Massachusetts General Court. In that
capacity, and as Senate chair of the
legislative Conference Committee on
health care reform legislation this
year, Senator Moore was among the
principal authors who crafted the
landmark Massachusetts Health Care
Reform Law.

Emergency Management
Experience In
1994, President Clinton nominated Mr. Moore to serve as Associate
Director of the Federal Emergency Management Agency (FEMA) in Washington
D.C. He was subsequently confirmed by the United States Senate and
served in the Clinton Administration for two years where he led
successful efforts to develop a National Mitigation Strategy – a
comprehensive, nationwide plan to help individuals, communities, and
states reduce the risk of disaster from natural and technological
hazards. Senator Moore coordinated the planning, research, drafting, and
public involvement process through which the Strategy was developed. For
his efforts, Senator Moore was presented with the "Distinguished
Service Award,” FEMA's highest award.
