Russian intern learns Massachusetts politics

January 18, 2007...For the past few weeks, Sen. Richard T. Moore, D-Uxbridge, has been hosting an intern from Russia as part of “LEAP: Legislative Education and Practice,” a pilot project sponsored by the U.S. State Department, Bureau of Educational and Cultural Affairs. Evgeny “Eugene” Roshkov has been holding a fellowship in the senator’s State House office, exploring interest group participation in the political process. 

As part of the program conducted by American Council for International Education and the National Conferences of State Legislatures, NCSL, Roshkov will garner legislative experience by participating in diverse educational programs, daily operations and projects by working with the veteran lawmaker. 

“I am very pleased to host Eugene in my office” said. Moore. “He has a great deal of knowledge and experience in the political arena in Russia. I look forward to collaborating with him on projects that will foster future relationships and benefit both our communities.” 

“It is never late to learn,” said Roshkov. “I am glad for this scarce possibility to have such a tutor as Sen. Moore. I think he is politically savvy and his knowledge of comprehensive issues is priceless.”

As a young professional in Russia, prior to his internship, Roshkov was employed in various positions in the political consulting field, including as a Senior Political Planning Specialist for the political party “Edinaya Rossiya” during the 2004 election campaign and as an analyst at a think tank. Most recently, he held the position of an executive and partner at Kesarev Consulting, a corporate communications firm that provides government relations and strategic consulting services. 

In addition, Roshkov is a co-founder of a company and his primary responsibilities include business development, team management and providing expertise to clients in the fields of political party, labor union issues and regional policy, energy and construction issues.

Roshkov is an active member of Russian Managers Association and he holds degrees in history from The State University of Management in Moscow and The State Pedagogical University of Vologda in Russia. Additionally, he has also taken courses at the London School of Public Relations.
