Senate approves Moore’s bill to grant municipalities option to join state's Group Insurance Commission

2007... Today, the Senate approved the much-anticipated legislation sponsored by Sen. Richard T. Moore, D-Uxbridge, that would grant municipalities, with the agreement of their employee organizations, the option of joining the State's Group Insurance Commission (GIC). Over 100 of his legislative colleagues supported the proposal.

week.

conference,

was
sponsored

the

Disease

Preparedness
(CDC),
included
public
health
legal
experts
from
federal
and
state
governments
and
academic
institutions.

Voters

essay
contest

to
the
State
House.
Jenna,
a
fourth
grader,
won
an
honorable
mention

the

League

Women
Voters
Essay
Contest.
The
annual
contest
is
open
to
all
Massachusetts
students
in
grades
4-12.
This
year’s
theme
was
"Making
Democracy
Work:
Citizen's
Rights
and
Responsibilities."
Winners
received
US
Savings
Bonds
and
were
invited
to
read
their
essays
at
historic
Faneuil
Hall
in
Boston
during
an
awards
ceremony.
Senator

with

Senate
Citation
in
recognition
of
her
achievement.

opposes
implementation
of
Real
ID
Act
June 14, 2007...Today,
Sen.
Moore,
testified
in
support
of
legislation
he
filed
to
oppose
the
implementation
of
Real
ID,
a
federal
law
that
mandates
individual
states
to
reform
their
drivers’
license
and
state
identification
card
issuance
programs
to
meet
certain
strict
federal
standards
by
December
31,
2009.

Local
budgets need Solomon’s
wisdom
by Senator Richard T. Moore
June 13, 2007...Many of us have heard about the Biblical King Solomon and his proverbial wisdom. In an oft-quoted passage from the Old Testament, Solomon suggests dividing a baby in two to determine its real mother. The true mother is then revealed because she is willing to give up her child to the woman who is lying rather than have the child killed. Solomon then declares the woman who shows the compassion as the true mother and hands the child to her. Balancing the public need for local services with the public opposition to raising taxes seems to require a modern-day Solomon if vital local services are to be preserved.

support of his bill,
Senate 146, An Act Relative to the Establishment and Powers of Special Development Districts.
Moore's
proposed legislation
would create a local
option for
municipalities
acting on petition
of property owners
to establish a
"special
development
district" - a
self-taxing
mechanism to fund a
wide array of public
infrastructure such
as roads, parks,
water and sewer
facilities. Last
year some $15
billion in
land-secured
tax-exempt bonds
financed
infrastructure
improvements in
states other than
Massachusetts.

Massachusetts is
setting the pace in
health care
nationally

7, 2007...Washington State is among the latest of our sister states to take great strides in expanding access to health care. They earmarked money to cover more children, allowed small employers to purchase coverage at a government-negotiated price and let parents cover dependents up to age 25. Officials in that state are reasonably confident that they can cover all children by 2010 and all residents by 2012.

Health Care Financing Committee releases pandemic preparedness bill
June 6, 2007... Today, Sen. Richard T. Moore, D-Uxbridge and members of the Joint Committee on Health Care Financing voted to release several bills including legislation relative to pandemic preparation and response in Massachusetts.
“I’m pleased we were able to release this important piece of legislation that will make our health care and public safety systems better prepared for any public health emergency,” said Moore. “Now, we need to ensure that this plan is funded and operational before, not after, we are forced to deal with a major public health emergency in our Commonwealth. I’m hopeful that the Legislature will pass this comprehensive bill in a timely manner.”

Milford resident visits the State House
for Cancer Awareness Day
June
6, 2007...Sen. Richard T. Moore, D-Uxbridge recently welcomed Sue Pagnini of Milford to the State House for the American Cancer Society’s Cancer Awareness Day.
During the program, Sen. Moore joined his legislative colleagues in unveiling the newly formed Legislative Caucus on Cancer Awareness of which he is a member. The Caucus is dedicated to rallying support for cancer programs and services. It is chaired by Sen. Edward Augustus, Jr., D-Worcester and Rep. Robert Fennell, D-Lynn and will serve as a clearinghouse of cancer information and education for members of the General Court.

Outstanding community leadership and service recognized through Senator Moore’s ninth annual “Commonwealth Awards”
June
4, 2007...For the ninth consecutive year, Sen. Richard T. Moore, D-Uxbridge, has recognized high school seniors with who are residents of the Worcester and Norfolk Senatorial District “The Commonwealth Award for Exemplary Community Service.” This year, sixteen students in the opinion of their principals and guidance directors, have distinguished themselves on the basis of their community service activities.
“It has long been my belief that public or community service is an important responsibility of every citizen,” said Moore. “When young people involve themselves in their community, in helping others, in seeking solutions to community or societal problems, their efforts should be appropriately recognized.”
