State announces grant program for housing authorities

January 15, 2008 ... The Department of Housing and Community Development (DHCD), in conjunction with the Massachusetts Housing Partnership (MHP), has announced the availability of planning grants for local housing authorities interested in participating in an exciting new mixed-finance program to leverage private funds into state funded public housing modernization, expansion, redevelopment or new production, according to Sen. Richard T. Moore, D-Uxbridge.

“This exciting new program is a perfect example of public-private partnerships that will benefit low-income and elderly residents throughout the Commonwealth,” said Moore. “There is no question of the need for improving, modernizing, and expanding our current housing stock, in addition to adding newer facilities wherever possible. I am confident that this new grant program is a step in the right direction.”

The planning grants will provide an avenue for housing authorities to perform initial feasibility analyses for both modernization and new production projects that could benefit from this mixed finance program. The new grant program will pay up to $50,000 for consultants to work with housing authorities to determine whether their project ideas could benefit from mixed financing, including tax-exempt debt and tax credits. MHP will be administering the grants and will work with DHCD to coordinate the identification of eligible projects.
