“Why Drivers Slept – Changing the Culture
of Drowsy Driving”
Remarks
by Senator Moore to Fatigue
Management Conference
March
26, 2009 ... “While England Slept,” was the title of a 1938 book by Winston Churchill which chronicles the failures of British leaders and government policy to rise to an early challenge of the growing Nazi threat in pre-World War II Germany. In his 1940 Harvard senior thesis “Why England Slept,” John F. Kennedy, however, dug deeper into the reasons for failure. He placed the blame for failure to act not only on Britain’s Conservative Party leadership and the policy of “appeasement,” but also on the failure of the British electorate, fatigued by the First World War, to recognize the deadly storm clouds gathering over Europe in the 1930’s.

"Think
Recovery - Tips on How to
Understand the American
Recovery and Reinvestment
Act"
By
Carl Tubbesing, State
Legislatures Magazine
March
24, 2009 ... Huge, massive,
audacious and ambitious are
the sort of words national
politicians and reporters
have used to describe the
1,000 page America's
Recovery and Reinvestment
Act and its $787 billion
price tag. As state
legislators and legislative
staff attempted to dissect
it, they added their own
descriptors--complicated,
confusing and convoluted.
There
is no simple way to decipher
it. There are,
however, six keys to
understanding the law and
what it means for state
legislatures.
